The plan was developed over a series of meetings held in the Fall of 1997and the Spring and Summer of 1998 with neighborhood groups, local residents and business owners. Below is a general outline of the CEAMP Document: Section One The first section of the report is an overview of the planning process. It looks at the 150-year history of the area, describes how the boundaries were set for the slum and blight survey, and details what the survey found. It explains the reasons why a formal Redevelopment Plan is needed, Section Two This section gives the broad goals and objectives of the plan, and states the community's vision for the area: "Inclusive community that reflects a high standard of excellence and quality, is socially and economically diverse, and is a desirable place to live, work, shop and be entertained " Section Three Section three lays out a vision of the area as essentially residential, with business and commercial developments concentrated in the East 11th and 12th Street Corridors. The plan envisions a beautiful neighborhood that takes advantage of the many large trees, rolling hills and views of the Capitol that currently exist. It describes a neighborhood of parks, recreation facilities, businesses and homes that will be a pleasant place to live, work play and shop. Section Four This is the Community Redevelopment Plan (CRP) for the East 11th and 12th Street Corridors. It is a block by block, lot by lot plan for creating the mixed-use neighborhood envisioned in the Master Plan. It is a detailed technical document defining height, densities and allowed uses for development in the 11th and 12th Street Corridors. Section Five This section summarizes a two-phase process for putting the Redevelopment Plan into action: Phase I (1998-2005) concentrates on stabilizing surrounding neighborhoods at an estimated cost of $85.7 million Phase II (2006-2013)i ncludes further build-out of retail, office and mixed-use projects on East 11th and 12th streets at an estimated cost of $62.1 million » Click here to download the CEAMP <16mb file> The E. 11th and 12th Street Community Redevelopment Plan (CRP) Using the Master Plan as a guide, the ARA worked with representative stakeholders from the area to create the detailed plan for revitalizing the E. 11th and 12th Street commercial corridors which serve as the heart of Central East Austin. The result was the E. 11th and 12th Street Community Redevelopment Plan (CRP) which contains projects and programs that seek to restore a thriving mix of uses and activities along E. 11th and 12th Street. Approved by the City Council in January 1999, the CRP is enforceable by law and outlines the types of businesses, the size and height of buildings, and types of improvements that are allowed. The CRP establishes a mix of homes, plus retail and commercial establishments to serve the people living in the area and to create a healthy, sustainable community. In addition to the ARA, there are several community organizations that are working to revitalize Central East Austin in a manner consistent with the Master Plan. The City Council approved significant revisions to the CRP in 2005. These changes have not been incorporated into this document but can be obtained from ARA.
